PART R · Broadband infrastructure
Part R building regulations explained
Part R concerns infrastructure for electronic communications. It is intended to support suitable broadband provision through the building's physical infrastructure and, for relevant new dwellings, the network connection. A good wireless router does not answer those construction requirements.
Why are there two guidance volumes
Volume 1 concerns physical infrastructure and network connections for new dwellings. Volume 2 concerns physical infrastructure for other new buildings and relevant major renovations, including work to existing dwellings.
Identify the project category before selecting the guidance. A newly erected house, a commercial building and a major renovation do not necessarily follow the same route.
What is physical infrastructure
It includes the relevant routes and facilities that allow a communications network to serve the building. It should be planned alongside other services rather than left until finishes are complete.
For example, a missing route through a completed development may create difficulties that cannot be solved merely by choosing a different broadband package.
Does Part R guarantee a broadband service
The new-dwelling provisions address a gigabit-capable connection subject to the cost cap, available network offers and applicable exceptions. The actual subscription and provider relationship are separate matters.
Ask the developer what infrastructure and connection will be provided, what evidence supports any fallback and what the purchaser must arrange afterwards.
What should designers coordinate
Plan network routes, building entry points and relevant internal facilities. Consider access for installation and maintenance and avoid conflicts with fire or structural details.
Keep communications proposals coordinated with electricity and other service works where that is practical.
What records should be retained
Keep the applicable guidance route, network operator correspondence, relevant cost information and the as-built infrastructure layout.
A statement that broadband is available nearby is less useful than a record explaining how the particular building will connect and what has actually been installed.
