PART B · Fire safety

Part B building regulations explained

Part B covers fire safety. Its purpose is to help people escape, limit the spread of fire and provide appropriate access and facilities for firefighters. The requirements affect the layout and construction of buildings, not just the choice of alarms.

What does Part B cover

The five requirements address warning and escape, internal fire spread through linings, structural fire resistance, external fire spread and fire service access. Approved Document B has separate volumes for dwellings and other buildings.

A change that looks small on a floor plan can alter the fire strategy. Removing a door, opening a hallway into a kitchen or creating a bedroom in a loft can affect how occupants reach safety.

Which edition applies

Check commencement dates and transitional arrangements, not only the date on the PDF cover. The current government publication includes the 2026 amendments alongside future 2029 amendments. That does not mean every provision printed in it applies immediately to every project.

Ask the designer to record the applicable edition and the basis for using it. Older approvals and phased projects need particular care.

Is an alarm system enough

Alarms provide warning. They do not replace a suitable escape route, fire resisting construction or correctly installed fire stopping. These measures work together.

For a loft conversion, for example, consider the route from the new room through the existing house. Reviewing only the new floor misses part of the problem.

What should you arrange

Agree the fire safety approach before finalising the layout. Identify fire doors, protected routes and construction details on the drawings. Plan inspections before relevant work is concealed.

Complex buildings may need specialist fire engineering. Higher-risk buildings also have a distinct building control process. Do not assume a solution used in an ordinary house is suitable for a block of flats.

This guide provides general information about building regulations in England. Requirements, amendments and transitional arrangements can depend on the project and its dates. Confirm the applicable requirements with your designer and building control body.
